Direct Answer

If you are a victim of cybercrime in the Philippines, the best reporting channel depends on the incident. For scams and general cybercrime, CICC operates hotline 1326 and accepts reports by phone, text, chat and email. The NBI CyberCrime Division and PNP Anti-Cybercrime Group investigate cybercrime cases, while CERT-PH handles cybersecurity incidents and the National Privacy Commission handles personal data violations.

What to Prepare Before Reporting

  • screenshots showing usernames, numbers, URLs and timestamps;
  • transaction receipts, reference numbers and bank or e-wallet details;
  • emails, text messages, chat logs and call records;
  • the account or profile links involved;
  • a short timeline of what happened;
  • copies of IDs only when an agency specifically requires them.

Do not delete original messages or alter screenshots if the material may later be used as evidence. See the Online Scam Evidence Checklist.

Which Agency Should You Contact?

For urgent online scams, start with CICC. For a criminal investigation, NBI or PNP may be appropriate. For a breach involving personal data, use the NPC complaint or breach-reporting process. For technical cybersecurity incidents affecting an organization, CERT-PH is the specialized national incident-response channel.
